Clients often want to assign a limited export quota to users because they do not want them to be able to spend the whole account's quota, but also do not want to fully remove the export permisson.

Feedback from one of our customers: User-related regulation of downloads (not zero, not everything) is absolutely essential in a company with several divisions and cost sharing. Downloads are expensive and disproportionate use by individual users can lead to extreme disharmony within the organisation. Without this restriction, I take a critical view of the expansion in our company.
